Services Overview
ETS has the
technical and commercial
expertise to implement
both large scale
Supervisory Control and
Data Acquisition (SCADA)
systems for large
industrials, commercial
buildings and
facilities, mining and
milling plants, water,
natural gas, waste-water
and electric utilities.
We have also developed
and implemented Energy
Management and Control
Systems (EMCS) for
various entities
including the
Municipalities, School
Districts, Box Store
Retail, Multi Retail
Outlets Chains, and
Cellular Repeater
Installations.
ETS
has twenty years
experience in the
automation and controls
industry and has
extensive experience
developing controls
projects from the
conceptual technical
scope and cost analysis
to full engineering,
design and construction
with ongoing monitoring,
testing and calibration,
training and technical
support.
ETS
has been responsible for
the implementation of
SCADA and fully
automated controls for
the Navy Public Works
Center Southwest
Division. We are
responsible for the
complete controls as
well as the networked
operation of several
manned and unmanned
central plants and
outlining utility
infrastructure located
at six different bases.
ETS has engineered,
designed, constructed
and implemented a
combination of
unlicensed wireless
radio and internet
networks utilizing a
virtual private network
(VPN) and a
client/server
application model to
seamlessly link these
facilities together.
Monitoring and control
of the individual plants
can be performed at any
location using
appropriate User Name
and Access privileges
across the wireless
network.
ETS
has worked with various
protocols, operating
systems, and hardware in
order to implement SCADA
for various clients.
ETS has designed and
implemented solutions
utilizing packet and
serial communications
with standard ASCII,
Modicon Modbus, Allen
Bradley and other IP
protocols. ETS has
designed SCADA systems
utilizing Ole’ for
Process Controls (OPC)
and field bus protocol
standards as well as
proprietary protocols.
ETS
personnel have been
responsible for the
development and
implementation of
high-speed serial
networks utilizing the
foundation field bus
standards for the
automation of water
filtration systems.
ETS personnel were
instrumental in the
transition to an OPC
client/server platform
utilizing TCP/IP
connectivity in client
projects.
ETS
has implemented complete
wireless distributed
Energy Management
Systems for commercial
retail stores to
optimize HVAC, lighting,
refrigeration and
process controls for
both energy conservation
and real-time demand
side management.
These projects have been
subsidized for both
energy conservation and
for active demand relief
by the local utility
company after actual
monitoring and
validation of system
performance and savings
was performed.
Communication to the
system was accomplished
using a single wireless
cellular gateway to a
wireless local area
network of private
radios for each remote
terminal unit (RTU).
ETS
has implemented complete
wireless real-time
electric meter reading
systems for a converted
military base which was
privatized by a
municipal utility.
Individual utility grade
C&I meters were
installed on each
building and a wireless
RF communication network
was installed to allow
remote meter reads.
The meter network
allowed for real-time
and pre-programmed meter
reads for invoice and
billing purposes as well
as cost allocation.

integration of the
SCADA for the Navy
Medical Center in
San Diego. ETS
was responsible for
the entire central
plant control system
and integration
including the
top-end coordinating
PLC and Workstation
for the plant.
The central plant
includes, one 5 MW
gas turbine
generation set in
continuous duty with
waste heat recovery
steam generator and
fuel gas compressor,
two 2.0 MW diesel
fueled generator
sets, three 600 KW
emergency backup
generator sets,
three fire tube
boilers, two 1200
ton absorption
chillers, one 1200
ton electric
centrifugal chiller,
medical and dental
air compression
systems, medical and
dental vacuum
systems, and all
balance of plant
pumps, motors and
support equipment.
